ruling clarifies December 31, 2009 decision - Governor
is expected to appeal

Alameda County judge ordered the state to stop furloughs
for all employees in non-General Fund agencies.

Development. Judge Frank Roesch also awarded back
pay for all those workers in his final judgment in Local

scheme. View

Local
1000 has three pending lawsuits seeking to end furloughs
for all Local 1000-represented employees,
including those who work in departments funded primarily
by the General Fund (such asthe State Board of
Equalization and the Department of General Services).
The first lawsuit filed covering all Local
1000-represented members is currently on appeal in the

Assembly
Bill 1699 is the reincarnation of its stalled
counterpart, Assembly Bill 1125.
The
governor has once again released a state budget that
will prove difficult for state workers. Budget
negotiations between the Legislature and the governor
will be another long and arduous process. If there is no
state budget in place by the June 30, 2010
constitutional deadline, the governor may try to pay
most state workers federal minimum wage -- $7.25 an
hour.
