SEIU Local 1000 represents over 89,000 California state
workers.
We are the recognized representative for California
state workers in bargaining units 1, 3, 4, 11, 14, 15, 17,
20 & 21.
We represent the people who make California work.
We are a proud local union of the 1.5 million-member Service
Employees International Union (SEIU),
the fastest growing union in the American Labor Movement.
We are the largest SEIU local in California.
Through the
SEIU California State Council,
we join SEIU members in other SEIU-affiliated unions in
California. This umbrella organization harnesses the
collective power of over 600,000 SEIU members in the state.
Our local is also affiliated with the California State
Employees Association (CSEA).
As an affiliate of CSEA, we contract with and receive
services from CSEA. These services include representation
by CSEA staff, printing services, legal services and member
benefits.
Our members participate in the Union's decision-making
process in four major areas:
District Labor
Councils (Local Chapters)
To provide more effective representation at the local level,
each employee represented by SEIU Local 1000 is assigned to
a District Labor Council (DLC) -- a local chapter.
Each DLC is a semi-autonomous group of members that elects
its own local leadership. There are fifty DLCs
throughout the state, including one (DLC 799) that
represents out-of-state offices located in New York,
Chicago, Houston and Hawaii.
BARGAINING UNIT
Each bargaining unit is also organized as a representational
form of government. Unit issues, programs and activities
are addressed through Statewide Bargaining Advisory Councils
(SBAC) which are composed of bargaining representatives
elected by members from each chapter. Major unit decisions
are formulated by a Bargaining Unit Negotiating Council (BUNC),
commonly referred to as the 'bargaining team'. Major
agreements reached by the BUNC, including the Contract must
be ratified by the members of each unit.
Elected Delegates
Every two years, delegates directly elected by members in
each chapter meet in a convention called the General
Council. At this meeting, our delegates adopt the
Local's budget and consider any changes to the dues
structure.
These delegates, along with delegates from CSEA's three
other affiliates (state university employees union, retirees
and supervisors association) elect the statewide officers of CSEA
(including the CSEA President) and are responsible for
making changes or additions to CSEA's bylaws. The
position of delegate is one of the most important position
to which a member can be elected.
Governing Council
In between meetings of the delegates, the Union's
operations are administered by a 63-member governing council
('Council') which is responsible for policy decisions
affecting the Local. The Council consists of the Union's
four statewide officers, the
president of each district labor council and the
chairperson of each bargaining team.
